General Assistance
provides emergency assistance for the needy and poor in Louisa County. If criteria is met the assistance that can be provided is: food, rent, shelter, emergency medical, transportation, utilities and burials. The Community Services office refers the individuals to resources available to them.

Louisa County Community Services is the local access point for Southeast Iowa Link (SEIL), a Mental Health and Disability Services Region serving the counties of Des Moines, Henry, Jefferson, Keokuk, Lee, Louisa, Van Buren and Washington.   Louisa County’s Coordinator of Disability Services receives and processes applications requesting funding for services for persons with disabilities.  Primary responsibilities of the County Coordinator of Disability Services include: 

  • Assist in developing the region’s management plan and annual mental health and disability services budget
  • Receive and process local requests for services and applications for funding; determine who is eligible for funding
  • Assist in determining service gaps within the region and building service capacity and delivery
  • Authorize payments from the mental health service fund on behalf of eligible persons
  • Utilization review; see that persons receive the services they really need, and that the region is purchasing quality services
  • Prepare reports for the county, region and Iowa Department of Human Services
  • Public Education:  inform people of services and supports available in the county and region
  • Information and Referral
